Changelog for Eli's PHP Compatibility Scanner

readme.txt carries the two most recent releases; every older release is kept
here. When a new version ships, the oldest entry still in readme.txt moves down
into this file, so each release appears in exactly one of the two.

The split exists because WordPress.org parses the Changelog out of readme.txt
and readme.txt has a ~10 KB soft ceiling. Keeping the full history there would
breach it.
